Rotom is a relatively well-hidden, low-levelled Pokémon, which can be made relatively useful. This is a step-by-step guide to obtaining Rotom.

Requirements:

National Dex. You just need to have seen the first 150 Pokémon, which you should have at the end of the game if you fought every trainer, caught the three pixies, and visited the Unown.

Procedure:
[list]1. Once you exit Eterna Forest, trail north until you reach a few trees that can be cut.
2. Cut them down and proceed to enter the Old Chateau.
Explore every room, it's useful and worth it.
4. In one room, you will see a TV with power. If you activate the TV at night, a level 15 Rotom will appear.
5. If Rotom does not appear, come back at a later time.[list]

Please Note: Rotom is a level 15 one-off Pokémon, relatively low, so caution should be exercised when attempting to weaken and catch it.
