Well, we are making a Dark/Steel fakemon based off some superhero we want...and it has to have chains. That's about it.

Yup its their imagination. Only think that this hero was prisoned/caged/caught and then escaped... thats why we see his chains (Maybe Team Rocket tried to catch it XD)
