Upon the passing of this bill, every piece of legislation in Red Sox Nation is instantly null and void, including this bill, meaning the legislation is working again, including this bill, meaning every bill is again null and void again, including this bill, and so on.

we should do something with as little hierarchy as possible - something where each and every citizen is involved a lot in the daily runnings of the region, whether it be by control of the forum or control of some political function.

You can't have all the citezens in the government because of inactivity. If even one citezen left, you're screwed.

Yeah, that's the problem we already have, hence the fact that we've postponed elections for the time being.

exactly. maybe some form of direct democracy? where every citizen gets a vote?

we should also eliminate the citizenship process - where you have to apply and all that. it's probably intimidating and puts people off. what about if we just had straight up votes - everyone can vote unless we know they are residents of other regions - and we vote manually (post your vote) rather than through the invisionfree polls.

I 100% agree with manual voting.

I also like direct democracy, with maybe three admin type people elected for two month terms, just so precticle stuff like moderation and administration can be fairly handled... but give them no more power than that... have all other decisions taken publically by vote.

What I want to do is create a kind of charter, which lists rights and responsibilities, and defines basic voting rules, elections and administrators... then just leave it.

Well, what else can I say? What I want to do here is create a very simple system to run the forum, then leave it... Do a bit of recruiting to keep it freash, but thats it.
