I would suggest dropping the caddy from the high elf list and get the banner of sorcery in there, because +2d3 power dice is so much cooler. And with the spare 127 points from that, you could plop down another bolt thrower and increase the sword masters to 14 (7*2) after cutting the archers back to just ten. 8 Points and I realize that someone needs a standard bearer to hold the banner of sorcery, the best option being the Dragon Princes, but where to get 12 more points? You could field the White Lions in a 7*2 formation and take them down to 14 elves or cut back a spearmen, which ever option floats your boat.
I really don't think High Elves need to, or ever really should, have to adopt the tactic of waiting for the enemy to come to us. High Elves are powerful enough now to be aggressive and are fast enough to benefit from it. We out pace almost every army, with a few notable exceptions, ogres and wood elves mostly, but in the latter case, the bigger worry is glade guard, not much of anything else. The list its self is aggressive, but it really is up to you.
