can a waywatcher use hail of doom arrows and still get lethal shot, the same with bow of loren?

It would be nice however the rule states that only non-magic arrows will receive the killing blow ability. It doesn't however state anything about magic bows so I'd assume that you can still shoot peoples eyes out with the Bow of Loren.
If you think of it from s fluff perspective also you would easily imagine a good archer firing shot after shot into peoples eyes and throats with a good bow but when it comes to an arrow that yeah they might shoot well with but when it explodes into however many shots al accuracy would be lost.

On the rules you can't use a magic bow or arrows with the lethal shot ability. Page 68 of the Wood elf codex. Having lethal shot for a character is a waste as most of the time our nobles use a magic bow and/or arrows so all you get is the forest stalker special rule (which is nice but not worth the points on its own).
I see what seany means by fluff wise the master archer firing many shots all well aimed. But shooting rapidly and accuratly would be very hard to do even for masters. The lethal shot is a well aimed and 'timed' shot meaning they wait until the opponent lets their guard down or something before shooting to get that bonus of accuracy. Regardless the rules are rules and unless your opponent and you agree to bypass it then your stuck.

simplest explanation is that whilst one arrow is fired and may be well aimed that arrow subsequently breaks up mid flight into tiny shards and it's like being hit by high speed sand
