The Universal Peace Enforcement Organization was an organization created to maintain peace under the direct control of the new international body, the New United Nations (NUN). The UPEO maintained the military force called the SARF in order to suppress various disputes that broke out over the world. A division of the NUN, UPEO was established to maintain peace over the entire world and, in theory, possessed military jurisdiction superseding all other authorities.


History

The Universal Peace Enforcement Organization (UPEO) came into existance around 2030. The NUN, realizing, that they could not enforce their rulings without a policing arm, created an armed Peace Force to handle conflicts and those who to stood against the NUN’s orders.

The UPEO were called into service by the New United Nations to monitor the situation between the two largest companies on the planet, Neucom Inc. and General Resource LTD. As each conglomerate grew, tensions had begun to rise between the two mega corporations very quickly. The NUN tried to sanction the corporations and keep them from monopolizing the earth's resources, but each company did not fully abide by the set rules. Based in Snyder's Top, the UPEO was put into action after the Phase Park Dispute in 2040, in which General Resources tried to gain economic dominance over Neucom, raising the level of tension between companies.

By that time, the UPEO had grown in manpower, technology and supplies, making them a powerful military force. The Supreme Commander of the UPEO, Gilbert Park, was once a major member of General Resource’s Head Staff and was recommended by top General Resources officials to the Office of the UPEO. His experience in GR had made him very capable for the position of the UPEO’s Supreme Commander, however, this turned out to make the UPEO biased in favor of General Resources. A Usean Governmental Representative known as Gabriel W. Clarkson took the place as UPEO’s official representative to the NUN and any other political organizations.

During this time, many extremely talented pilots from the Usean Continent and around the world had joined the ranks of UPEO. Erich Jaeger and Fiona Fitzgerald were two UPEO pilots which who graduated at the top of their classes, and Rena Hirose, who was an aviation prodigy at the age of nine, had joined the UPEO . All three of them were assigned to the UPEO’s new Special Armed Response Force (SARF), which would see much action over the next few years.

Finally, in the early 2040s, Neucom fully ignored all NUN Sanctions and vectored all it’s large air Transport Groups over many of the large city’s in General Resource’s territory. Eventually, the General Resource Defense Force (GRDF) began to engage these Transport Groups and their escorts over heavily populated districts, endangering the civilians in the area. The UPEO was tasked with patrolling and enforcing the No-Fly Zones around major cities and assigned areas.

However, in early 2044, a UPEO fighter unit was scrambled to intercept one of the many Transport Groups which continued to ignore NUN orders. The UPEO Fighters then engaged the Transport Group over Expo City, the largest city in General Resource’s Territory. An uproar quickly followed this act and Neucom began to launch multiple attacks on General Resource facilities by using their Neucom Emergency Unit (NEU), their own 'defense force'. The UPEO then moved to stop any and all advancements made by Neucom by using military force.

Neucom’s opening offensive on General Resources was the start of a war between the two Conglomerates. As the UPEO scrambled to stop their attacks, General Resources had began to work along side them. Neucom officials claimed that the UPEO were simply acting in the interest General Resource, being used by General Resources. The fact that UPEO’s Supreme Commander was once a key member of General Resources fueled the fire to the accusations.

The General Resource Defense Force began to give UPEO Pilots training along side their own pilots and supplied the UPEO with General Resources manufactured aircraft. The initial UPEO Operations were focused on repelling the initial NEU attacks, intercepting NEU Transport Groups, and protecting General Resources' facilities. Neucom then began to attempt to gather their forces at Megafloat, but the UPEO’s SARF unit attacked their ships and military facilities there, stopping the operation.

General Resources, seeing that Neucom’s attacks were weakening, started attacking Neucom Inc.'s facilities. Being a neutral organization, the UPEO began to protect Neucom's Facilities against the GRDF’s attacks. However, they began exhausting their supplies and personnel as the war dragged on.

The UPEO could not prevent the loss of a major Neucom ammunitions plant an frontline airbase. General Resources also began to intercept Neucom's Ultra High Altitude Transport Group with their RF-12A2 Blackbird II units at White Valley Air Base. As the UPEO did it’s best to stop the General Resource attacks, they were forced to shoot down a R-505U Transport Plane carrying Gabriel W. Clarkson, the UPEO’s Representative, when he attempted to break away to Neucom Inc. They also intercepted a large Airship filled with chemical weaponry sent by an unknown terrorist group.

Neucom Inc. attempted to once again gather it’s forces at Megafloat to attempt a launch a large scale strike on General Resources, but the force was destroyed by GRDF Forces, who proceeded to attack Neucom’s Port Edwards Facilities. The UPEO scrambled it’s pilots to stop the large Air Battle which broke out over the city. The UPEO managed to end the battle, but the city was badly damaged.

At this point, the Ouroboros, a revolutionary/terrorist group, arose from the shadows and claimed responsibility for engineering the conflict between General Resource and Neucom Inc. It was also revealed that the UPEO's Supreme Commander, Gilbet Park, was a member of the Ouroboros and had used the UPEO’s SARF unit to attack false targets to continue the aggressions between Generals Resources and Neucom. The UPEO then turned to engage the Ouroboros. After multiple engagements over Port Edwards and Mega Float, the Ouroboros were cornered at Mega Float. During the final battle, Mega Float was destroyed by the Ouroboros, though their entire Air and Naval Fleets, along with their UI-4053 flying HQ. While two aircraft did escape, they were later destroyed, though one came at the expense of losing Geo Front. After this defeat, Ouroboros was destroyed. With the destruction of the Ouroboros, the war between Neucom and General Resources came to an end. The fate of the UPEO is unknown.




SARF PILOT ROSTER

RENA HIROSE:
Born on 4/27/2021. From birth, Rena had Silverstone disease, making direct sunlight deadly to her. However, after it was discovered that she was a child prodigy of piloting, Rena joined the General Resource Ltd. She participated in the power development project at General Resource Ltd. for 7 years. She was described by the mass media as a 'girl aviation prodigy". In 2037, she transferred to UPEO. Because of her advanced fighter piloting ability, she received many medals for her special operations. She eventually enrolled as a pilot for SARF, which formed in 2040.



ERICH JAEGER
Born on 8/30/2016. In 2039, after graduating with a degree in International Political Science from Oxform University, he took a position as pilot at UPEO. He joined SARF after its formation in 2040 as a pilot.



FIONA CHRIS FITZGERALD:
Born on 1/26/2016. She received special education for gifted children from the age of 3 toward becoming a pilot, and at 22, she completed the Master of Arts (MA) program in Aviation Engineering and Research at the graduate school of Edwards University. Fiona got her post at UPEO in 2039, and latter joined it's elite SARF unit.

A few things...

I don't think Gilbert Park was an actual Ouroboros member. In the missions where you get to kill him, all of the enemy aircraft have UPEO markings. I think Park's goal was to make all the groups destroy each other, and then take over the world. He probably appeared as an Ouroboros ally at first, because he gave the UI-4053 to them, but he was using the group to further his own agenda. Also, you end up killing him during one of the Ouroboros paths.

As for the battle in 2056, that only happens in one of the endings. You don't face them in the UPEO ending, so I'm going to take that out.

I'll play the UPEO path again, and then make a few edits to the article.

Oh, thats right. You've got to be a part of General Resource to take on the XRs in the AC3 (JP) Version.

Also, doesn't UPEO stand for the United Peace Enforcement Organization, not Universal?

I don't like the UPEO if it had not gotten in the way of the war it would have ended a lot sooner and fewer people would have died. I gues it is based on the real life UN

oh and did they really take the armed forces away form GRDF and NEU? how did they have the power to do so? the UPEO sould have been disolved because half of it defected or joined parks. or is this just a fan fic?

If it weren't for the UPEO, there would've been a LOT more civilian deaths... They stopped chemical weapons attacks, and destroyed a lot of GDRF and NEU weapons that would've been used on civilians. If it weren't for the UPEO, General Resource and Neucom would've just continued the war endlessly, or Ouroboros's coup would've succeeded.

I think Ribbon-Blue made that up. I haven't seen that anywhere else.

Eh, in any case, I will be sure to go and change all of that, until further notice.

I think it's just postering on RB's part (no offence). I don't know if any one organization left on earth had the power to disarm the megacorporations.
