If I want to slow down an animation I've made I either add more layers, so it takes longer to cycle through
...Or I change the delay between the frames so that each frame is shown for longer...
In GIMP you'd "Open" the
.gif anmation you wanted to change then go into "Dialogues"..."Layers" and ext to the layer name it should have each layers delay time in Milleseconds...just make the number higher

I changed the times to 500ms...from 10ms by altering it in the Layers box

...Is that more like what you wanted...or does it need to be even slower?
