Ummmm....I think I know what you're talking about, but I've uninstalled my version of PS for the moment. I'll be reinstalling it later this evening and I'll look. As far as I know, no GIMP does not have exclusion. I'll look for ya though.

GIMP doesn't have an exclusion filter but you can achieve the same result with two identical layers. Set one to Screen and the second to Subtract. Hope that helps.
