We are going to be making this colour ----> user posted image

Once you have your screen cap resized and how you want it duplicate the layer and set it to screen.

Next make a selective colour layer with these settings.....
Reds
Cyan -100
Yellow -32

Make a fill colour layer with #ffe5c6, set to colour burn at 70% opacity.

Make another fill colour layer this time with #d1f8ff, set to colour burn at 50% opacity.

Duplicate the screen layer and place it above the other layers.

Then make a selective colour layer with these setting.....
Reds
Cyan -47
Magenta +28
Yellow +53
Black +27

Yellows
Cyan -100
Magenta -14
Yellow +100

Neutrals
Cyan -11
Magenta +1
Yellow -10

Blacks
Black +10

Set this layer to 70% opacity.

Make another selective colour layer this time with these settings.....
Reds
Cyan -100
Yellow +48

Yellows
Cyan -42
Yellow -53

Whites
Yellow +36

Neutrals
Cyan -15
Yellow +16

Set this layer to 50% opacity.

Next make a photo filter layer with these settings.....
Filter Blue
Density 32%
Make sure Preserve Luminosity is ticked.

Lastly add this texture, set to colour burn with 50% fill.

You may want to move this around and drag out the edges so it's not covering the whole of a persons face but it's totally up to you on what you think looks good and you may even need to mess around with the fill and opacity depending on your image.

For a finishing touch you could also sharpen your base image if you think it needs it, I did this with the Sam, Dean, Bobby icon.

And you're done!

One thing is I couldn't find the photo filter layer? It could be because I have PS 7.0 Is it under layers or something else?

Anyway here is the ava, just without that layer:

Yeah could be, I have CS2 and it's under layer and then new adjustment layer.
