Foreign Affairs Agenda

Colleagues,

As you know I have just assumed control of the Ministry of Foreign Affairs. Our colleagues in the LRP wish this government to make advancements and obtain tangiable results in international relations. Thus, I would like to set an agenda for my term in office. I would like the parties to come to a consensus on what we want to accomplish on the international stage. I encourage all parties to submit goals and suggestions here and discuss the goals and suggestions submitted by the other parties. My hope is that I can get a clearer picture of where we want to take Rildanor in the area of foreign affairs.

It wouldn't be for the LRP if we didn't like Rildanor to join the MEA (Macon Economic Area)

Here is a copy/paste from the Treaty overview:

ARTICLE 1: This organisation shall be known as the Makon Economic Area (MEA), hence after referred to as MEA.

ARTICLE 2: This treaty constitutes the governing document and constitution of MEA and must be adopted by the government of and ratified by the legislature of each member state upon joining. Ratification is taken as acknowlegement of and agreement to abide by the articles set out in this treaty.

ARTICLE 3: Signatories to this treaty undertake to promote the freedom of movement of goods, capital and people across the continent of Makon (between members) in order to promote the economic growth of member states and enhance the competitiveness of members businesses and companies.To this end, customs and border controls between members shall be kept to an absolute minimum.

ARTICLE 4: The MEA shall seek to promote trade amongst member states and to that end shall seek to remove all tarrifs and duties on imports between members in order to promote free trade. Members shall however be entitled to impose tarriffs upon the goods of non member states.

ARTICLE 5: In order to increase competitiveness within the MEA and to provide a level playing field for all MEA companies to compete, signatories shall undertake to limit or remove entirely government subsidies to companies and industries unless the industry can be proved to be of vital national importance.

ARTICLE 6: Non tarriff barriers may not be imposed on goods traded between MEA members although signatory nations are free to impose them on goods coming from outside the MEA.

ARTICLE 7: No signatory shall restrict the goods entering it from any other member, unless the said goods are illegal or restricted under national law (for example firearms).

ARTICLE 8: This treaty shall establish a Commission, consisting of 1 Commissioner from each signatory nation to oversee the implementation of this treaty. The Commission shall also have the authority to amend it and shall be empowered to create any new institutions which it deems desirable to facilitate the implementation and effectiveness of the MEA.

ARTICLE 9: Decisions by the Commission shall be made by simple majority vote and shall be binding upon and applicable to all members unless otherwise stated.

ARTICLE 10: The Commission will be able to discuss and coordinate the economic and trade policies of member states to the extent that this may be necessary to promote the operation of the MEA.

ARTICLE 11: The Commission shall also act as the final arbiter in trade disputes between member nations, but only once bilateral negotiations have failed.

ARTICLE 12: Commission meetings shall alternate between the Capital Cities of member states.

ARTICLE 13: New members may be admitted to the MEA at any time by applying to the Commission for membership. In order to become a member an applicant must recieve a simple majority of Commisioners votes.

ARTICLE 14: Members may be expelled from the MEA for violations of this treaty by way of a 2/3rds majority vote of the Commission.

ARTICLE 15: Members may withdraw from the MEA at any time by means of a statement of withdrawl supported by a vote of its national legislature.

ARTICLE 16: This treaty shall come into force and existence once it has been ratified by the legislatures of at least 2 states.
