Title: Roles, Votes, Elections

As we have a newcomer, it will be time to redistribute the responsalities.

Because the post with the attributions of GB and the table of votes disappeared, I will try to remember all that.

*) the LEAder
- interacts with other civs (trade, peace and war, treaties...)
- decide the placement of new cities
- decide of the civics
- moves settlers, scouts and transport units
- coordinate the work of the other GB, and ensures a good environment in the team (certainly the more important thing! :) )
*) the MILitary Commander
- work out the military strategy (possibly in dialog with allies MIL)
- moves the military units
*) the INFrastructure advisor
- manages the territory development
- manages the cities development
- moves the workers
- moves the science/money/influence cursor
*) the SCIientific advisor
- decide of the scientific way

As we are only three, I propose some little modifications, so as to have only 3 GB, with about the same amount of work:
§) no more SCI (who has the less work I think), the scientific way is given to the LEA in case of war, to the MIL in case of peace. (or the decision is taken by the LEA, according to the amount of work the MIL has : actually, it would be difficult to say if we are in peace or at war...)
§) the management of cities is given through their specialization : Production -> MIL, Commerce/ Science -> INF, Hybrid or not classified -> LEA

The "table of votes" showed how many voices a GB has in which cases (it was especially designed for cities' production). For an election, everyone have 1 voice.
Because this table vanished (and was designed for at least 4 GB), I propose that for next votes (if we have to vote), we take this kind of behaviour : every GB has 1 voice (to give a different amount of voices to GB is useless at 3 people), in case of a draw (means an abstention), the LEA decide.

Please says what you think of all that. I think we should redistribute all that quickly (with or without elections) to maintain the fun of the game, because the responsalities are very badly distributed (but there was no other choice).

As I wrote the post about the science cursor, I had a better idea for votes in case of 3 GB. It's the multi-choices vote.

To make things simple, everybody get a (2+1) voices, what means that they vote with 2 voices for a proposal, and only one for another.
Possibly, in function of the questions and proposed answers, the more concerned people(s) get at his/her choice 1 voice more to be added to the (2+1), then he can vote as (3+1) or (2+2).

Of course in case of a draw, the LEA decides.

For example : what to build in a city. The MIL would like a Maceman, the INF a worker. The LEA has no opinion. As the MIL and the INF are the more concerned, so they get (3 + 1), the LEA stays at (2-1).

It could be possible to go a little further. Imagine that, in the preceding example, the MIL is the Governor of the city. Then he could gain another voice, leading to (4 + 1) or (3 + 2).

I will think a little bit more about that , but if you have more ideas... It's more amusing and interesting to vote if one don't know the result before the vote, what is the case now :(
