To work the puzzel on paper.... Make a big Tic Tac Toe... Inside that make a dark Plus right in the center...... The Plus makes 4 "Cells"... Each "Cell" has 4 squares (16 squares make up the whole puzzle)............. Now each "Cell" (set of 4 squares) needs numbers 1-4...... "Every Row" up/down & across need numbers 1-4......
