(AGI) - Palermo, December 16 - "At the base is the man of honour, or the soldier, who has a certain influence in the independent family. The soldiers elect the leader, who they call representative, since he protects the interests of the family in the Cosa Nostra. The election is done by secret ballot and is preceded by a series of inquiries and contacts.
The family leaders in the same province (Catania, Agrigento, Trapani) appoint the leader for the whole province, called provincial representative. This is true for all provinces except Palermo, where several families on the same territory (usually three) are controlled by a 'district' leader, who is member of the famous provincial commission or 'Cupola'. This Cupola appoints a representative at the regional commission, which includes all provincial leaders of the Cosa Nostra: this is the real government of the organisation". Giovanni Falcone wrote this in his book "Cose di cosa nostra" (About the Cosa Nostra) in 1991. The police and Local Anti-Mafia Investigation Department of Palermo today detained some hundred members. The regional commission, explained Falcone, issues decrees, votes laws (like for example the one that forbids the kidnapping of people in Sicily), and resolves conflicts between the various provinces. It also takes all strategic and operational decisions.

Suspected mob boss kills himself in jail
December 18, 2008

ROME: The alleged Mafia boss of a Palermo district hanged himself in jail hours after he was arrested in a blitz against the Cosa Nostra, Sicilian police said.

Authorities ordered the sweeping raids to prevent what they said were mob efforts to rebuild the Cosa Nostra. Some 90 suspects were arrested.

Paramilitary police said Gaetano Lo Presti's suicide in jail on Tuesday was under investigation. Lo Presti was detained because he allegedly headed a Mafia clan in the city's Porta Nuova district.

The capture of top fugitives has weakened the Cosa Nostra. Authorities said they had ordered Tuesday's raids to head off a bloody power struggle between rival mob bosses to rebuild the crime syndicate and reconstitute its top decision-making body - known as the cupola, or commission.

Among the charges levelled at the alleged mafiosi are extortion and arms and drug trafficking.

More than 1200 armed carabinieri took part in several hundred raids as part of Operation Perseus, named in an allusion to the hero of Greek mythology who decapitated the gorgon Medusa. Helicopter and dog-handling units were also sent in.

"While the 2006 operation [which led to 40 arrests] brought the Cosa Nostra to its knees, Perseus has prevented it from rearing its head again," the national anti-Mafia prosecutor, Pietro Grasso, said.

Residents in Palermo and nearby towns woke up to find themselves under virtual siege. One said the scenes recalled those of 20 years ago, when prosecutors ordered police into action on the basis of disclosures made by pentiti, the mafiosi who collaborate with police.

i said only a few days ago that i was getting confused signals from events and that i was sure that something was about to happen!! Well...something has happened and it is interesting.

Here is a scenario. What do others think.

When the Corleonese last rose to power, the palermitani were literally blown away. Such an act today would be unthinkable and unaccepptable although there are those who would support such a radical solution. What to do?

These arrests are not totally surprising given the current 'power struggle' if we wish to call it that. You are right. We know very little and can only guess at what is going on, but I would suggest that as has just been said, this is a 'joint operation' between certain factions of the 'nueva cosa nostra' (i like that) and shall i call them, 'internal sympathisers'. A potent enemy.

Floating the idea of a Cuppola was certain to keep certain factions under control, but was it ever really going to happen. I doubt it. But it sure did provide one hell of a smoke screen for the bigger picture, of that i am certain.

My money is still on MMD and his supporters. Bet on it!

MMD has the militery power ,the economic power and wide backup to become the capo tutti capi ,even he's not from palermo province.

Mimmo Raccuglia don't have economic power such as MMD....but i think these two are not rivals.....not at all...

Cosa Nostra boss wanted to take charge of Palermo

ANSA) - Palermo, December 17 - A mafioso committed suicide hours after his arrest in a police bust of almost 100 people suspected of trying to re-establish Cosa Nostra provincial 'commission'.

Gaetano Lo Presti, 52, hung himself in his cell on Tuesday evening after he is believed to have read police wiretap transcripts implicating him in the affair.

Lo Presti, who had previously been convicted for mafia crimes, had allegedly boasted to other bosses that he had the support of the son of jailed former superboss Salvatore (Toto') Riina to take over the leadership of the provincial commission.

The Mafia has been for the most part leaderless in the province of Palermo since the November 2007 arrest of Salvatore Lo Piccolo, who took over the area's organized crime syndicate following the April 2006 arrest of long-time fugitive superboss Bernardo Provenzano. According to investigators, although those arrested were able to reorganise and coordinate the province's criminal activities, no decision had been made on who was to be the new godfather. Investigators added that they did not believe the Palermo 'commission' was under the control of Trapani boss Matteo Messina Denaro, the last of Provenzano's key henchmen still at large.

But another local boss arrested on Tuesday, Nino Spera, said Lo Presti's claims of backing from Giuseppe Salvatore (Salvo) Riina had no weight, since Riina junior was ''outside of everything'' mafioso on the request of his mother and had no influence on the decision.

Salvo Riina, who is waiting for Italy's highest appeals court to rule on a sentence condemning him to eight years and 10 months in prison for Mafia association, in November asked judges if he could leave Sicily in order to begin a new,law-abiding life in Milan.

National anti-Mafia chief Piero Grasso said Wednesday that there were ''a number of examples'' of mafiosi who have committed suicide following their arrests.

''They think they have failed in their mission,'' he said.

Interrogation of the suspects in police custody following Tuesday's operation was under way on Wednesday.

According to investigators, the new 'commission' was ready to return to Riina's strategy of selected, high-profile murders to re-establish its authority through fear and intimidation.

The evidence also showed that Cosa Nostra continued to try to control public works contracts and remained involved in international drug trafficking. Grasso expressed concern that many of the people arrested had already served time in jail.

''Among those arrested were people who were involved in a maxi-trial against the Mafia in 1986,'' he said.

''They were judged, condemned, served their time, came out and then went back to doing what they know, which is being mafiosi''.

''We have to reflect on this fact. We continue to repress the Mafia, but we know it's not enough: things need to change and society needs to isolate these individuals and not allow them to continue doing what they want,'' he added.

MAFIA: OPERAZIONE "PERSEO", ALTRI 5 ARRESTI A PALERMO

AGI) - Palermo, 20 dic. - Nuova fase dell'operazione "Perseo" dei carabinieri di Palermo che martedi' scorso con 99 fermi ha stroncato sul nascere un tentativo di "rifondazione" di Cosa Nostra. Nell'ambito di questa indagine il gip ha emesso altre cinque ordinanze di custodia cautelare in carcere per i reati di estorsione, favoreggiamento aggravato e assistenza agli associati. I provvedimenti sono stati eseguiti dai carabinieri che hanno arrestato Tommaso Di Giovanni, 42 anni, Sergio Flamia, 45 anni, e Francesco Paolo Piscitello, 57 anni. Le ordinanze sono state invece notificate nelle carceri dov'erano gia' detenuti per altre accuse a Enrico Scalavino, 37 anni, considerato il "re" del pizzo, e Calogero Liguri, 29 anni.

Busting the Sicilian Mafia's Board of Directors

Reprints Related Much like a board of directors, or even a parent-teacher association, the Sicilian Mafia has been known to operate with a whiff of organizational democracy. In the past, La Cupola, a kind of consultative board of regional bosses, met from time to time to resolve internal disputes and forge long-term strategy.

It was an attempt to revive the Cupola that was the target of a sweeping Italian police raid Tuesday morning that stretched from Palermo to Tuscany and netted 94 people.

The operation, which involved more than 1,200 Carabinieri officers, was yet another blow to the upper echelon of Sicily's legendary crime syndicate, following the capture of the top two godfathers over the past two years. Though not household names in Italy like those captured in 2006 and 2007, many of the men arrested Tuesday are veteran mafiosi, including Salvatore Lombardo, the 87-year-old alleged boss of the town of Montelepre. The suspects face charges of extortion, weapons- and drug-trafficking and belonging to an organized-crime outfit.

Investigators say those taken into custody had been attempting to re-establish the authority of the Cupola to solidify the Mafia's power structure after a leadership vacuum had followed from the high-profile earlier arrests of Bernardo Provenzano and Salvatore Lo Piccolo. Leading anti-Mob magistrate Pietro Grasso said operations over the past few years have the Sicilian Mob, also known as Cosa Nostra, on its knees. Tuesday's roundup, Grasso said, "keeps it from getting up."

The Mafia has long fascinated the world with its mix of murder, mystery and Old World folklore. But the Mob is best understood as an organization constantly trying to consolidate its power in order to accumulate wealth. Considered the modern inventor of organized crime, the Sicilian Mob remains hugely powerful, even as its share of the international trafficking business has diminished and other syndicates have made headlines for their bloody turf wars.

Beyond money, the Mafia is a study in power. Provenzano withstood conditions of abject poverty in order to reign over a vast criminal network from the heartland of the Italian island. (A boss who flees his home turf with a suitcase of cash is, on the other hand, considered a failure and possible traitor.) Of course, power and money feed off each other: Provenzano, for one, never stopped working to acquire wealth for Cosa Nostra, even if he couldn't spend it himself. Despite the blows to its leadership, the organization still generates billions of dollars of annual turnover in extortion, public-works contracts and drug-trafficking.

The existence of the Cupola, taken for the Italian word for dome, first came to light in the 1960s and was confirmed by the turncoat witness Tommaso Buscetta, whose testimony to legendary magistrate Giovanni Falcone in the 1980s unlocked many of the Mafia's secrets. Allowing each family to remain autonomous in its own geographic area, the Cupola was effectively tasked with preventing disputes that would threaten the whole system.

The Cupola's sway is thought to have faded in importance under the reign of Salvatore (Toto) Riina in the 1980s, when the bloodthirsty boss of bosses wielded a more autocratic hand. The boss board is believed to have rubber-stamped the 1992 assassinations of Falcone and fellow magistrate Paolo Borsellino, but it was at the insistence of Riina, who would be captured the following year.

The arrest in 2006 of Riina's successor, Provenzano, left a potential battle for control. After the boss in line to take over, Lo Piccolo, was nabbed last year, Cosa Nostra decided it was time to reconstitute the Cupola for the difficult work of rebuilding the organization, authorities say.

Despite the success of Tuesday's sweep, there was one name missing from the list of those arrested: Matteo Messina Denaro, 46, a bespectacled multiple murderer with a reported weakness for sports cars, remains at large. If the Cupola does return, police say, Messina Denaro would be the unrivaled chairman of the board.

I read some info about the cosa nostra use of russian rubles in the 90' (i guess they use it also now) some times in joint opretions with the LCN , like the purchase of the "International Bank of Southern Russia " in a town that has the biggest army complex in russia.
they changed lira to rubles in amounts that some times reached 10 billion dollars value...an investigator told that the sicilian mafia changed rubles in value of 8 billion dollars to make heavy invesments un the USSR....
also were very active in warsaw.
especially clans:madonia,santapaola,cuntrera and of course the corleonesi...the gambinos also were part of this party that continued even now as i can imagine.............
