Colombia deports ex-Kosovo PM sought for war crimes
Thu May 7, 3:16 pm ET
PARIS (AFP) Kosovo's former prime minister Agim Ceku, who is wanted in Serbia on war crimes charges, confirmed he had been expelled from Colombia and could not return, in comments to AFP Thursday.
"I can confirm that I am banned from entering Colombia for the next 10 years," Ceku told AFP by phone.
Although officials from his Social Democratic Party in Kosovo were quoted as saying that Ceku had been in Paris, the former prime minister would only say he was in Europe.
Serbia's "warrant has no legal basis, this is a political warrant," Ceku said.
"Serbia has no jurisdiction in Kosovo since 1999," when its troops had withdrawn from then Serbian province after the end of NATO bombing campaign, he added.
Serbia accuses Ceku of crimes against humanity during the 1998-1999 war in Kosovo when he was military chief of the Kosovo Liberation Army, made up of ethnic Albanian Kosovo guerrillas.
Colombia's intelligence service announced on Thursday that Ceku had been expelled the previous day.
Colombia's intelligence service the Administrative Department of Security (DAS) said in a statement they had declined to detain Ceku because the crimes of which he is accused took place before January 2005.
That was before Colombia's current penal law took effect, the DAS said in a statement.
Ceku had been expelled at the request of Interpol, the statement added, giving no details as to where he had been travelling.
It was not the first time the Interpol warrant has caught up with Ceku. He has previously been detained in Hungary and several other European countries.
Ceku, 48, arrived in Colombia on Sunday to attend an international meeting on disarmament and demobilization in the Caribbean port city of Cartagena, which concluded Wednesday.
Since declaring independence in February 2008, Kosovo has been recognised by 58 countries, including the United States and most of the European Union.
But Serbia and its powerful ally Russia, have refused to recognise the legality of Kosovo's secession from Serbia.
Ceku has enjoyed great popularity in Kosovo, where the ethnic Albanian majority have regularly chosen him as their most liked and trustworthy personality in opinion polls.

MP's Murder Stuns Albania Ahead of Poll
Tirana | 04 May 2009 | By Besar Likmeta
Colleagues mourn slain MPAlbania is shocked after an opposition deputy was gunned down this weekend, as the country prepares to vote in parliamentary elections that are seen as key to Tirana's European dreams.
For Fatmir Xhindi, it should have been the end of another day working in his beloved vineyard, as he gathered with a few friends on Saturday evening in a local bar to watch Barcelona and Real Madrid square off against each other in the Spanish premier league.
But as the little known Socialist opposition deputy stepped out of his car in the provincial town of Roskovec in Southern Albania, from behind the walls of the local high school next to his home, two assailants unleashed a barrage of bullets from Kalashnikov automatic riffles that took his life.
Xhindi was later declared dead in the regional hospital in the nearby town of Fier. He was completing his third four-year-term in parliament and was gearing up for the upcoming parliamentary elections to be held on June 28.
Conduct of the elections is seen as key for the countrys democratic credentials.
According to a statement released on Saturday by the Ministry of Interior the 49-year-old father of two was shoot six times from a close distance. Upon hearing the news, the general director of police, Ahmet Premci, and prosecutors from the Office for Serious Crimes immediately headed to the small provincial town.
General Prosecutor Ina Rama, together with Premci and the head of General Prosecutors Investigation Office, Sokol Stojani, gathered in an extraordinary meeting Sunday evening in Fier to analyze facts gathered in the immediate investigation.
Together with the intelligence services, they continue to lead an intensive investigation.
The police and prosecutors where followed swiftly to the scene by local politicians both from the opposition and the ruling party, who rushed to give their condolences to the family of the victim and call for swift justice against the culprits.
Light should be shed on this extremely grave criminal act as soon as possible and the culprits should face justice, said Albanian President Bamir Topi in a statement after visiting the victims family.
This ugly criminal act has not only shocked the family of the deputy, his hometown and colleagues but all Albania and Albanians, said Prime Minister Sali Berisha.
No arrests have yet been made, nor any suspects named, despite a 250,000 euro reward for information leading to an arrest the largest ever reward offered in Albania.
On Sunday, thousands of Albanians, including leaders across the political spectrum, gathered for Xhindis funeral, as his body was laid to rest in the village of Kurjan, which was his birthplace.
None of us slept last night [wondering] what your eyes saw last before they were closed forever, said opposition Socialist leader Edi Rama, speaking at the funeral, calling for the murderer to be brought to justice.
Albania, which just recently joined NATO, filed for EU candidacy status last week. It
faces an uphill battle to convince Brussels that it has left behind a difficult, somewhat tumultuous transition to democracy after the collapse of it Stalinist regime in 1991.
In this respect, the way the country manages Junes elections is key. They must be seen a credible and fair in order for Albania to progress towards EU accession.
I call on the Albanian authorities to investigate this crime thoroughly and bring the perpetrator to justice," said EU Enlargement Commissioner Olli Rehn on Sunday.
Xhindis murder follows a similar assassination attempt on Albania's Supreme Court Judge, Ardian Nuni, who escaped miraculously with his life after being shot four times outside his home in Tirana in early February.
Keeping Tirana on its toes is the awareness that political murders have been frequent in the countrys turbulent history. Moreover, some have sparked off revolts and even regime change.
In 1924, shortly after the birth of the Albanian state, the murder of Avni Rustemi, a political activist, led to the so-called democratic revolution of Fan Stylian Noli.
More recently, in 1991, the murder of four youths during a protest in the northern city of Shkodra signaled the beginning of the end of Albania's communist regime.
In September 1998, the murder in Tirana of Democratic MP Azem Hajdari provoked violent opposition protests headed by Sali Berisha, forcing the resignation of the then Socialist Prime Minister, Fatos Nano.
Although nobody expects Berisha to resign, or opposition supporters to storm government buildings, many fear that if the investigation lingers it will set a negative tone for an electoral campaign already marred by accusations of voter fraud.

Crime | June 24, 2009, Wednesday
Bulgaria's Foreign Ministry has denied that the former Kosovo Prime Minister, Agim Ceku, who was arrested here on an international warrant issued by Serbia for alleged war crimes, has been officially invited.

A Cocaine Story
AIM Tirana, March 15, 2001
The Columbia drug cartels recently failed in an attempt to turn Albania into a distribution point for cocaine between the Eastern and Western Europe. The operation, code-named "Journey Italia," which was simultaneously organized in seven countries broke up the international drug trade which started in Latin America and had Albania as it second last stop. An investigation has so far shown that Albanian drug dealers in Tirana managed thousands of kilograms of narcotics destined for the Italian and Balkan markets. The Albanian "cocaine dream" ended abruptly on Feb. 2, and so far, the initial several weeks of investigation have revealed a plan prepared by the Colombian drug cartels to cover a new territory. This was supposed to enable them to supply Western Europe not only from the shores of the Atlantic Ocean, but from the Adriatic coast as well.
The big game involving the deadly trade began several years ago. Former senior Albanian government officials are also suspected of complicity. The former head of the judiciary police in the country, Sokol Kocui, has been put behind bars, and 25 opposition MPs demanded in the Parliament that Chief Prosecutor Arben Rakipi be dismissed.
The Spider's Web
One Frederik Durda has been charged as the ringleader. Durda, 42, fled Albania for the U.S. in 1976, during the communist dictatorship in Albania. Almost immediately, however, in the 1980s, he was jailed there for possession and distribution of drugs. After the fall of communism, Durda returned to Albania.
According to the investigation, in mid-1990s Durda returned to his old trade. Using his former ties in the U.S. he began spinning his web in Albania. In 1996-1997, he established contact with certain well-known dealers in Tirana. Later on, he managed to include in his plans the head of the general prosecution judiciary police. Initially, a lumber export-import company served as his cover. Later, he moved into a luxurious apartment in a plush Tirana district and rented a mansion in Athens which used to belong to a Russian mobster who was assassinated.
The first probe into his business deals was launched in 1998, at a time when he frequently traveled outside the country, particularly to Greece, whereas his brother began traveling to Italy. This is when, using the assumed name, Durda made his initial contact with Colombian drug lords. His first arrival in Medellin -- a town in which the legend of Pablo Escobar still lives -- drew the attention of secret services and international anti-drug agencies. Investigators already have pictures of Durda riding in private helicopters, and near mansions and pure-bred horses in Columbia. On the other hand, starting June 19, 1999, four Colombians successively paid visits to Albania.
"Initially, Frederik Durda and his brother were on a list of ordinary suspects. However, it all became more serious once confirmation arrived from Italy that they were part of a narcotics cartel originating directly in Columbia," said prosecution spokesman Ardian Visha. According to evidence procured by the investigators, Durda established contact with the heads of one of the strongest cocaine clans in Columbia. He promised he would manage the tons of narcotics arriving from Columbia in Venezuela, and thence in Spain.
Interpol knows that the Spanish and Dutch coasts are usual destinations of Latin American drugs. Durda, however, took it upon himself to add Albania as a new narcotics distribution center. He took concrete steps to ensure his part of the operation. His ship, the Privilege, was planned to sail for Spain and take over a shipment of bitumen. Meanwhile the Colombian shipment arrived to Spain on ships controlled by Spanish organized crime circles and were to be transferred to the Albanian ship flying a Maltese flag and hidden in the ship's secret compartments. The Privilege was then to set sail for Valona, Albania, where the easier part of the operation, as expected, was to be launched. The arrested chief of the judiciary police, Sokol Kociu, used to be a police chief in that area. The liquid cocaine was there to be reloaded into tanker trucks, getting forged documents identifying the cargo as cement. A part of it was supposed to be stored in warehouses in Albania, and the rest handed over to the Italian Mafia, via fast ships equipped with radars, owned by Albanian criminals. The stored quantities of cocaine were in turn to travel via Balkan routes in trucks. Italian agents fighting the Mafia had warned as early as last summer that "a network has been created by four or five Albanian families, which have established close relations with Colombian drug traders to import large quantities of cocaine via Albanian go-between in New York, to transport them in rubber boats to European markets through the Channel of Otranto, and with trucks through the Balkans."
According to Chief Prosecutor Arben Rakipi, the first such signals arrived last August. In a ship allegedly transporting construction material in Venezuela six tons of cocaine destined for Europe were discovered. In the Netherlands, two additional tons were blocked. This was the moment when international agents discovered the network. They collected evidence showing that the cargo was supposed to reach Albania as its next to last destination. Investigation has shown that the entire operation was discovered by the CIA, which in turn informed the agents in Europe.
Meanwhile, Durda's ship set sail for Europe, ready to load "construction material." It was under close surveillance throughout its journey. Although it spent quite some time in Spanish waters, the cargo from Columbia did not arrive. The crew was ordered to return. They began returning but the ship was intercepted by Spanish forces which searched it, discovered the compartments, and although no other suspicious signs were discovered it was ordered back to Spain where it was docked.
In September, 2000, an Italian deputy prosecutor in the anti-Mafia campaign, Francesco Mandoia, informed Albanian Chief Prosecutor Rakipi of the operation and of details of the Albanian network. In the following six months the network was fully monitored. In this period 10,000 phone calls were registered. On Feb. 2, in seven countries a total of 21 persons believed to be the key links in the international cocaine trade between Columbia and Albania were simultaneously arrested. Among them were Frederik Durda and his brother. Several days later the arrest of the judiciary police head followed, together with a couple of other less significant people.
The End of an Experiment
The first four-ton shipment was expected to bring in about US$400 million, says one of a dozen local experts researching the issue of organized crime. The other suspects that were arrested will be prosecuted in their respective countries.
>From telephone conversations between the drug smugglers it was learned that the Albanians were supposed to purchase the drugs at the price of US$40,000 per kilogram. Meanwhile, Durda's men were selling it to other groups controlled by four or five Albanian families from organized crime circles. The price was eventually expected to reach US$100,000 per kilogram.
Maybe Albanian Interior Minister Ilir Gjona had this price in mind when he said that the Albanian drug traders were about to put in circulation quantities supposed to yield about US$400 million in a year. "It can only be imagined what a group of people with such income could do," Gjoni said.
Given that Albania's budget is slightly over one billion U.S. dollars, it stands to reason that people having at their disposal almost a half of that sum would wield incredible power. The consequences would truly be unforeseeable. The investigation so far has shown that their plans were long-range, and involved political goals and the news media.
Padrone di Soldi - October 18, 2010 11:55 PM (GMT)
IMO they fudged up the numbers. A kilo of cocaine can be worth 3,000/kg wholesale in Colombia. By the time it gets to western Europe it can reach prices of 30,000 Euros. that's for one piece, not wholesale, probably like 20,000-25,000 wholesale depending on how much is bought. I don't think at any point in time is a kilo worth 100,000 US at any level of wholesale, it's unheard of. Maybe if you take a kilo and chop it up like 4 times, but then again if you're an importer you're not gonna be selling small pieces here and there and you're not even going to check for quality. Most likely you'll offload the whole package to a wholesaler for one lump sum.

Shkurti, who is also known through his alias Aldo Bare, was arrested in March 2006 in Ankara. He has been wanted for more than a decade and is accused of a long laundry list of crimes.
Prosecutors from the Serious Crimes Office in Tirana have charged him with more than 20 murders, organising a criminal syndicate, destruction of property and desecration of graves, sequestering and international drug trafficking.

He is charged with ordering the murder of local police officer Klejdi Bano in 2001 and bombings in the houses of various police chiefs investigating his criminal activity.

03 Tetor 2010
Albino Prudentino, njė ndėr bosėt e mafias Sacra Corona Unita u arrestua nė Vlorė katėr ditė mė parė me akuzėn e prokurorisė sė Leces pėr organizatė mafioze dhe trafik tė lėndėve narkotike.
Pronat e Albino Prudentinos nė Shqipėri, ekzistojnė nė emėr tė djalit tė tij Angelo Prudentino dhe janė tre tė tilla, ku njėra prej tyre ėshtė Betting System Albania ku ėshtė pėrfshirė edhe motra e kunati i Ministres sė Integrimit, Majlinda Bregu.
Nė numrin e djeshėm, Gazeta Shqiptare ju solli njė pjesė tė pėrgjimeve tė Prokurorisė Italiane lidhur me bisedėn mes dy krerėve tė klanit mafioz tė Sacra Corona Unita, Albino Prudentino dhe Daniele Vicientino.

Anti-Mafia, seize assets Minister Bregu, TIRANE-family properties and assets of the minister's brother Bregu, but perhaps the Minister himself, may be placed under seizure by the Government.
Sources close to the investigation group of the state police and the Serious Crimes Prosecutor's Office, confirmed to the Albanian newspaper that "investigations into the properties of albino Prudentinos and his son continue in Albania." One thing is grounded in anti-Mafia law, which in Article 8, paragraph 1 states that "the prosecution and the judicial police are informed as to the property to be verified, according to this law, on its own initiative or by a notice made by third parties ". Which means that the Albanian police and prosecutors are familiar with the decision of the prosecutor's Lecce, and after his arrest committed Prudentinos Albino, 59 in Albania.
Albino Prudentino, one of the mafia bosses "Sacré Corona Unita" was arrested in South four days earlier on charges of Lecce prosecution for mafia organization and trafficking of narcotics.
Albino Prudentinos properties in Albania, there on behalf of his son Angelo Prudentino and there are three such, where one of them is "Big Betting System" which also included brother sister of the Minister of Integration, Bregu. While the NRC, figure two other companies' Italia Casino "and" Bet plus. "
But the Albanian law "anti-Mafia", which is taken equally from the Italian side, which took effect in January of this year, provides that all property derived from criminal property, placed under seizure.
By law, it turns out that property Prudentino Angelo, whose father was arrested in Vlora mafia should be put to seizure by the Government, and also all its partners. Property includes not only businesses but also homes, cars and other activities.
Today Gazeta Shqiptare widely published evidence that Prudentino Angelo, 35-year-old son of mafia boss "Sacré Corona Unita," is not as sacred as what further official documents presented by the Minister Coast. According to the daily, Angelo Prudentino, not known as a businessman in Italy, much less in Albania where this seems to only recognize the minister.
In the yesterday, Gazeta Shqiptare you brought a piece of Italian Prosecution eavesdropping on a conversation between two clan leaders Sacré Corona Unita mafia, and Daniele Vicientino Prudentino albino. From conversations bugged by police officers, it appears that Capone is Vicientino Daniele, who also instructs how to operate albino on the issue of drugs. In the second part of the eavesdropping, which publishes widely today everyday conversations between Daniele Vicientinos and albino Prudentinos follows for the transportation of a quantity of drug.

Kosovo, Sadik Musaj
Sadik Musaj told about the events of 7 july 2000: "It was about 0100 hours, I was at that moment in the bathroom. One brother was awake, while the other part of the family was asleep. They came with 10-15 vehicles, there were 7-8 jeeps and other vehicles. One jeep had Tirana license plates; there was also a red Audi. There were about 40 people. They came from all directions through both gates and over the wall. Ramush Haradinaj was the first, accompanied by Daut, Lieutenant Idriz Balaj, Faton Mehmetaj, the self-proclaimed chief of security for Dukagjin area. A brother saw them from inside and told us to wake up because we are surrounded by the KPC. I was only half-dressed and I came out the door. Ramush directed the laser weapon at me and told me: 'Don't move or you and your family will be liquidated,' then Daut and the Lieutenant reacted and together with Faton Mehmetaj and Bekim Zekaj, they surrounded me." "I considered myself dead, but I knew that someone from my family was killed, because the automatic weapons hit the windows. At the moment I had revolvers and automatic weapons on my head. I took the grenade the Lieutenant held in his hand, and he was left with the ring. I quickly went backwards, Bekim Zeka (Daut's bodyguard) directed his weapon at me. I removed his hand quickly; the bullets hit the wall and I jumped quickly on the other side, I hided behind the car and threw the bomb. It was a matter of seconds. The bomb exploded near the chair and from its explosion Ramush, Daut and others were wounded, who are probably being treated privately. Then there was a lot of firing from automatic weapons and different arms, and another bomb exploded. All this lasted two hours. My brother jumped from the stairs and scuffled with one of them, took his automatic weapon. He had a revolver in his hand and after a scuffle he luckily escaped. Then they started to withdraw. Later they withdrew the wounded with much difficulty. During all this time, the firing never stopped from both sides. Then, I came to the street to stop somebody to inform KFOR and UNMIK. First came UNMIK and later KFOR. This lasted from 0100 to 0300 hours. When people from UNMIK came, they verified the event, saw the blood of the wounded and somewhere they found the official permit of Ramush. After the search, they verified the blood was theirs and that we were attacked in our yard," said Musaj. As for the reasons of this attack, Musaj explained: "My brother, Sinan Musaj, was a member of the Bukoshi Army. KLA members abducted him together with Rexhe Osaj, Bashkim Balaj, Rame Idrizi and Vesel Muriqi on 24 June 1999. We were at Ramush's family two days before the event, and he didn't want to speak about this case. Our elders told Ramush's father that our sons were fighting against the Serbs and it is not important whose soldiers they were. Our brother, Ismet Musaj, was in Dubrava prison, where he was wounded during the Serb massacre when 160 people were killed, and then he was in Pozarevac prison, from where he returned a month and a half ago. We were all in Switzerland and contributed with money and other things. During the war our father and one brother were here. At this time, when we could hardly wait to be liberated, Ramush Haradinaj comes and attacks us at one in the morning, in the presence of ten women and children". On July 7, 2000, Haradinaj was wounded in the village Strelci, West Kosovo, and treated in an American Hospital in Germany. The motive for the wounding was inter-mafia conflict between the gangs belonging to Tachi-Haradinaj and Musaj families.

Kosovan sex trade
18 November 2000 police in Kosovo, backed by British and Norwegian peacekeeping troops, say they have broken an international trafficking and prostitution ring by raiding bars, hotels and homes in the town of Kosovo Polje, near the provincial capital Pristina. Officials of the Nato-led peacekeeping force K-For said the operation had revealed the involvement of both Serbs and Albanians in the province's sex slave trade. Twelve women, all from the republic of Moldova, were found as the police and troops searched the area. The K-For spokesman, Flight Lieutenant Martin Perin, said the trade was centred on Albanian-owned bars in the town. Serbs had been identified as controlling prostitutes in private houses and flats. "There has been a considerable amount of cooperation between Albanian and Serb pimps, with women being exchanged between them." Most of the women were found in the Black Lady bar, on the ground floor of a block of flats. Red velvet curtains covered what used to be a shop window, and a disco ball lit up the centre of the room. Six women were led away by police officers to a waiting van while three men, the bar's owners, were handcuffed and photographed. Nobody tried to resist arrest. One of the men held the womens' passports. Seven people were arrested and four pistols were seized. A police spokesman said several of the suspects were believed to be former members of the Kosovo Liberation Army. A senior former KLA commander, Sabit Geci, was detained in Pristina last month, accused of threatening to kill the owner of strip bar.
Albanians in Amsterdam

Authorities say Agim Gashi controlled Milan's most powerful Albanian gang and stayed connected to Ekrem Gashi, another relative of the Gashi clan in Kosovo. Ekrem, who ran drugs throughout the Balkans, was murdered two weeks ago when several men brandishing Kalashnikovs sprayed his Mercedes with bullets in front of a Pristina cafe. Police say the murder was ordered by a rival clan. Special undercover police forces and court records say Agim Gashi was part of a network that operated like this: Albanians acquired heroin and cocaine from clans inside Turkey. The cache would move west to the capitals of Bulgaria, Slovakia and Hungary. From there it was dispersed into smaller amounts and sent across Europe by couriers -- mostly Germans driving BMWs and Mercedeses. "Every day cars with 10 to 15 kilos [22 to 33 pounds] of heroin would cross the border into Italy," De Donno said. Much of the heroin fell under the domain of the Ndrangheta and other Italian gangs. Cooperation between small Albanian gangs and the powerful Italian Mafia has run smoothly, but some investigators say the Albanians' penchant for control may upset things.
