No. If I see an ill fish, I treat it right away.

Although I have had fish not make it despite the treatment...

Years ago when I was younger I put off fin rot. Ended up loosing 2 fish because of it. Now I look at each fish in depth every day. Any signs and it's treated ASAP.

I too treat my fish as soon as I spot something wrong - if the fish is sick and I cannot figure out what it is right away the fish gets moved to quarentine with some nice fresh water so i can keep an eye on him until I can varify what is wrong and then treat as appropriate. I always find though using a little salt or melefix - please ensure you fish can handle these treatments first - can go a long way to a 'generally' unwell fish and give them a bit of a pick up. I wouldn't advocate always treating with either salt or melafix all the time, but I have found when I ahve had a fish under the weather that it can help if no symptoms are showing of anything else.
Best bet - test water and perform a water change - it never hurts to have clean water even if the tests are ok.
