Yeah, it's for referring. Here's the deal.
Go and advertise. Obvious, nay?
For every place you post our advertisement -- this doesn't include Neopets (although you are welcome to advertise there, but you'll only get points for actually referring people), because we all know (or at least, those of us who visit the site) that those go ka-boom pretty fast -- you will receive a point. Just tell me the site's url to prove that you've, indeed, advertised.
For every person you refer (as this is a part of the application template), you will be given one point. If they stick around for a week, you'll be given another point. For each week they remain active for the first month, you will receive a point. For each month they remain active thereafter, you will be given a point. For every five posts they make, you will be given a point. So advertise.
