It's been more than a month since I actually put up a card review. My reason would not be the same old lame "lazy" excuse...I did moved (again) to west coast so it does took me some time to settle everything and actually have time to sit and do some site updating.
So, since card reviews were not written for so long, I may do more than 2 during this weekend depends on if I can think of which cards to write up. The first one will be (finally) another card from SOVR.
When this card is in your Graveyard, choose a face-up monster with level 5 or more on your field to activate. Decrease the level of the chosen monster by 1, and special summon this card from Graveyard. This card cannot be released outside of for Advance Summon.
As the name of this card is "Level Stealer", it is obvious that there have to be something in this insect that refers to that. Well, the "level" is referenced in the back of the "beetle" as it is "painted" to have the star symbol. Otherwise, there is not much special about this beetle...except that it is an Insect?
This card stats is kind of crappy looking at it. Well, level 1, 600/0, Dark/Insect. Although the thing about this game is that as always, if a card have such weak stats, outside of the older monsters, the effect of it is pretty good. Well, being Dark helps somewhat, I guess...although it's not like it matters much.
Being level 1 have its advantages, however. The thing about level 1 monster is that, it WAS god before the restriction of [One for One]. Even now, there is always the advantage to "small monsters are much easier to find and deal with".
I almost starts to call this card the "field version of [Killer Snake]", although with a little bit of different.
But let's go back to the effect text of this card itself, basically if there is a level 5 or higher monster, you can choose that card and reduce its level by 1 to special summon this card from Graveyard.
Well, the obvious differences are that there are certain limitation on WHEN this card can get back to field (it's not a "must" thing during Standby), and there are limits on how this card can be used.
So let's look at what are some cards that will work so good with this card. At simple examples, [Cyber Dragon] and [Vice Dragon] are good with this card. Of course, another big one was a copy of Yusei and used this card with [Quick Synchron] (to bring out things like [Junk Warrior]). There are also things like [Beast King Barbaros] and [Gunner Dragon] ("Fusilier Dragon") to bring this card out 3 times with ease, maybe even [Metal Reflect Slime] which can bring this card out a whooping 6 times if it does not die. If someone think about it, this card is just ANOTHER reason why [Card of Safe Return] is banned from the game in the September 1st/09 list (come on, draw 6 cards for "free"? Card ADVANTAGE!!). There are of course there is also the "god of Level" [Tragoedia] (which from rulings that it does return to level 10 after you changed its level at End Phase!!).
So talking about all of the "combos", there are 2 big ways to use this card. One, obviously, is to Synchro. The thing about using this card to Synchro is really to make all those "Tuner + 2 non-Tuners" disadvantage into nothing, or gives you the non-Tuner you need for some certain Synchros (not that there are a lot of high level Tuners, of course). Another is using this card in a deck with a lot of high-level monsters. One is Monarch deck, which gives you another option outside of the old [Yomigaeru] engine. Another is "Mausoleum engine" deck which gives the player better stability plus less life point cost to bring out the powerful high level monsters.
OVERALL - 8.7/10 - Of course, this card is not "broken" since there is the limitation of you need already a large monster to revive this card. Also, the limitation on release means there are certain things you cannot really do. On the other hand, this card gives decks like Monarch it's "Killer Snake" that it badly need again after the restriction of [Yomigaeru]. Well, actually I cannot say if this card would be next to be on the list or not, since a lot of so called "balanced" card are not so balanced after all when players decided to think of how they can abuse it.

I totally never thought of any of that (Tragoedia and Barbaros I mean). I sort of passed the card over when I saw Quick Synchron.
That is a mean thing now that I see it. With or without COSR, I'll think of something else to use it with.

In my place, people are already using it for their Monarch and LNDD.

At least Monarchs HAVE SOMETHING again.
With CoSR gone, and it being unable to be abused with things like Mass Driver & Cannon Soldier, I don't see it getting hit with the restriction hammer anytime soon.The Tragoedia combo is rather sick, though.
