Maybe you should 1st do it in 2D with minimum graphics for a playable demo. Usually there is absolutely no difference between 2d and 3d rts. I once read somewhere it's a 3d remake of warcraft 2. In 2d you don't need to worry about 3d terrain, animation, mouse picking, frustum culling, etc - you can build 3d rts on 2d base.
I have tried to do 3d rts several times. I have never got further than pathfinding. It just gets too messy for me. Finally I had frustum culling, terrain lod, texture splatting, perfect 3d mouse picking, terrain editor, fancy gui system and no motivation to continue.
I think people want something to play with and something that's fun. I'd like to see a intelligent red square more than a worker with nice skeletal animation. In 3d there can be LOT of work with no visible results.
Actually by "2d" I mean game logic 1st, then graphics. Of course that can be done in 3d too
